Radoslav Repa

Radoslav Repa started his career as a civil servant at the Government Office of the Slovak Republic (2004), where he later worked as the Director of the Department of Information Systems and Electronic Services (2006-2008). He was responsible for management and operations of the governmental network Govnet and the Central Public Administration Portal providing first electronic services for citizens and businesses. He also advised the Ministry of Foreign Affairs of the Slovak Republic with the project development of ICT systems financed from European Structural and Investment Funds.

 For the next ten years (2009 โ€“ 2019), he worked at the Permanent Representation of the Slovak Republic to the European Union in Brussels as a digital and cyber diplomat, where he advocated national interests and negotiated expert positions on legislation and strategies with representatives of EU institutions and other member states. During the successful Slovak presidency of the Council of the EU in 2016, he chaired two working groups, one in the field of telecommunications and digital agenda and the other in the field of cyber affairs. In this exposed period, he managed to adopt a strong mandate for the newly created EU Councilยดs working group focused on all horizontal cyber matters, including legislation. Among other things, Radoslav can share his knowledge in the domain of state aid and industrial property. During the intensive year of Slovak diplomacy in 2019, he was in charge of the flawless run of negotiations and digital dossiers of the Slovak presidency in the OECD Council of Ministers, as well as of the successful course of the Slovak presidency in the OSCE and also the V4 regional presidency.

In 2019 Radoslav Repa took a new position as a Director General for the Digital Agenda Division, which he created, focused mainly on European digital agenda, novel trends and technologies at the Office of Deputy Prime Minister, later transformed into the Ministry of Investments, Regional Development and Informatization of the Slovak Republic. In addition to the implementation of European strategic initiatives aimed at the digital future of Europe, or the Strategy of Digital Transformation of Slovakia until 2030, he drafted the strategic parts of the new programming period 2021-2027 as well as the Resilience and Recovery Facility for the areas of connectivity, digital skills and digital economy. Radoslav helped to establish a few innovative platforms such as the Digital Coalition, AISlovaKIA, the National Supercomputing Centre or the National Centre for Quantum Technologies. He also finalized the new National Broadband Access Plan and worked on a better reflection of the DESI index in national policies.

From September 2021 Radoslav Repa has been working for the National Security Authority. First as a head of the Institute for Security Studies he dealt with the horizontal assessment of security issues, the implementation of the National Cyber Security Strategy with its action plan, and the evaluation of cyber security and hybrid threats. Since November 2022 he has been performing a diplomatic mission again as a Cyber Counsellor representing Slovakia in Brussels. His focus is aimed now at cyber legislation (NIS/NIS2, CSA, CRA, eIDAS, CSolA), cyber strategies and cyber diplomacy coordination.
